生物多樣性

根據1992年地球高峰會簽署的《生物多樣性公約》定義：「所有形形色色的生物體，包括陸地、海洋及其他水生生態系與其所構成的生態綜合體；這包括物種內部、物種之間和生態系統的多樣性。」
換言之，欲達到生物多樣性，不能只為單一種生物做考量，而是要考慮整個「環境」，一個利於生物多樣性的環境，應該讓各種生物都有其棲息區位。

高雄市政府於2011 年起，開始參與由地方環境行動國際委員會 (ICLEI) 與國際自然保育聯盟(the International Union for Conservation of Nature, IUCN)
合作發起的生物多樣性地方行動計畫 (Local Action for Biodiversity, 簡稱LAB)，與全球的會員城市共同推動生物多樣性保育工作。
生物多樣性地方行動計畫 (LAB) 規畫過程中，須遵守五項重要工作來持續進行生物多樣性的保育，
此五項工作為：評估、承諾、規畫、再承諾、執行


2011年高雄市與ICLEI簽訂「生物多樣性行動」(LAB)備忘錄，成為生物多樣性會員城市
2012年加入「城市生物圈行動」，承諾行政部門在城市規劃、工程施作、產業發展、氣候調適、生態保育上，能夠考量減緩生物滅絕、棲地喪失、環境劣化等問題，
將城市環境視為人與生物共存的空間
並於3年內具體落實生物多樣性行動方案，為生態城市的願景而努力。
