高雄市在先天後天上本就是個災害挑戰型城市，而氣候變遷所帶來的衝擊，更加劇了高雄城市治理的負擔，成為高雄未來發展最重要的地雷變因。
城市系統在面對各項氣候變遷衝擊時，本來就會因高密度人口、產業、基礎設施聚集的特性而更加脆弱。
身為氣候變遷城市實驗室的高雄 (空汙、乾旱、高溫、極端降雨、疫病、對維生系統衝擊等通通都有)，
該如何正面迎擊這些挑戰的同時，化危機為轉機的打造經濟繁榮與公平正義的高雄? ICLEI邀請市議會成員，共同探討高雄未來城市治理的樣貌。
